My name is Nir and I'm part of the Navigator beta team.
The licensing mechanism at Navigator is not enforcing, and therefore I doubt if the Pending message is related to the key you have entered.
From my experience, the message you are referring to appears right after deploying Navigator, and just before clicking the Start Discovery (Administration page); could that be the case?
If you've already started the discovery and still see this message, let me know and I'll guide you how to retrieve the Product Support Package, so we research this issue further.
