With Full isolation, QB won't' run at all, complaining of licensing problems.
I think you're on the right track though, because I noticed with a WriteCopy version of the same package that the MSI problem does not occur when the package is run on the packaging computer while QB remains installed locally after capture, before reverting to a "clean" snapshot. Presumably, everything would line up to MSI's satisfaction in that setting.
