You may want to try uninstalling/reinstalling (not a repair install) VMware Tools because the normal Full Screen VMware Fusion menu bar is supposed to look like the image below and appear in the center of the Apple Menu Bar.
Now if by chance you've set the following preference in the "/Users/${USER}/Library/Preferences/VMware Fusion/preferences" file then you should remove it because it is unsupported and was never officially supported in the first place.
