Snow Leopard can easily be virtualized on Snow Leopard Server (not client - the EULA doesn't allow it) without having to fiddle with that - as long as the version you are installing was released *after* the mini was released. It's not an issue of what the machine is reporting to the OS, it's that the OS doesn't have the correct drivers to run older versions of the OS.
